Saṅkṣepa (concise narration)
When the Earth’s resources are withheld and the citizens suffer, Mahārāja Pṛthu acts as the ideal ruler—firm, compassionate, and God-centered. The Earth-goddess appears as a cow, and under Pṛthu’s guidance the Earth is ‘milked,’ yielding grains and necessities for all beings. This līlā teaches that leadership is sacred service: a devotee-king protects the people, honors dharma, and ensures that prosperity supports spiritual life, not greed.
Dharmic leadership is sevā: power is meant to protect, nourish, and uplift. Nature cooperates with righteousness: the Earth provides when guided by dharma.
Śāstra‑pramāṇa (scriptural proof)
ŚB 4.17 — Earth appears as a cow for milking
tasmai sva-kāma-dugham ādade ’ṅgam" The Earth, understanding King Pṛthu’s desire to benefit all beings, appeared before him as a cow ready to be milked of all desirable things.
ŚB 4.18 — All beings receive their share
sarva-kāma-dughām adhitiṣṭhatīkṣatām" Thereafter, the great devotee King Pṛthu took charge of the Earth, who could fulfill all desires, and milked her for the benefit of everyone.
ŚB 4.18.24 — The ideal kṣatriya's duty
sa eva bhagavān viṣṇur deva-devo jagat-patiḥ" The king who protects the citizens, who are part and parcel of the Supreme Lord, is considered to be worshiping Viṣṇu, the Lord of lords.
ŚB 4.19.5 — Prosperity for yajña and bhakti
kṛṣṇaṁ bhāgavatādhīśaṁ tīrtha-pādaḥ prapadyate" The intelligent worship the Lord in Kali‑yuga chiefly by saṅkīrtana‑yajña. King Pṛthu used the Earth’s bounty for such sacred purposes.
